He is しゃみお(Shamio). I follow him on Twitter. He says he is a professional shamisen player, but there’s no further information.
He tweeted that he secretly posts shamisen cover videos on Twitter because some professional shamisen players are conservative and they don’t like anime or videogame music covered on shamisen (they emphasize traditional value of shamisen).
