Shamisen players in Mexico City?

Does anybody know any shamisen players in Mexico City or close by? One of my friends is getting interested in getting to meet some shamisen players and … perhaps looking into getting a shakuhachi down here as well. I’m thinking Mexico City can produce shakuhachi, yes? I’ve seen some big bamboo growing down here.
