What does this mean in notation?

I just got a copy of Shamisen of Japan, and in the notation section I see sometimes there is a 430 with a Suri curved line over it that has a 3 right above it. What does this mean?

That’s Western notation for a triplet. It indicates that you play those 3 notes evenly over 1 beat.
